What is an EPC certificate and when is it needed?

An Energy Performance Certificate, usually shortened to EPC, shows how energy efficient a home is. It gives the property a rating from A, the most efficient, to G, the least efficient. It also records estimated energy use and recommends improvements that may reduce energy demand or improve the rating.

An EPC is normally required when a home is built, sold or rented. The seller or landlord must order one before marketing if the property does not already have a valid certificate. An EPC is generally valid for 10 years, unless a newer certificate is produced for the same property.

EPC certificate for a home or house

The assessor records the construction, dimensions, exposed walls, roof, windows, heating, hot water, lighting and other relevant features. Extensions, loft conversions and different construction ages may need to be measured and recorded separately.

EPC certificate for a flat

For a flat, the assessor may need access to the dwelling, heating and hot-water systems and any relevant evidence about insulation or communal systems. Tell us in advance about concierge access, parking, keys or restricted plant areas.

Landlord EPC certificate

Landlords need a valid EPC when it is legally required for a letting. Privately rented homes covered by the current Minimum Energy Efficiency Standards in England and Wales generally need a rating of E or above unless a valid exemption applies. Energy standards are an active policy area, so landlords should check the latest official guidance before a new tenancy or major investment decision.

What does an EPC assessor check?

The domestic EPC assessment is a visual, non-destructive survey. The assessor records evidence that affects the energy model, which may include:

The assessor will usually take photographs as evidence. They do not normally drill into walls or lift fitted floors. If a feature cannot be seen and there is no acceptable documentary evidence, the assessment methodology may use an age-based or default assumption.

  • Property age, type, construction and measurements
  • External walls, roof, floors and any extensions
  • Loft, wall or floor insulation where it can be verified
  • Windows, glazing and external doors
  • Main and secondary heating systems
  • Heating controls, hot-water cylinder and insulation
  • Fixed lighting and the proportion of low-energy fittings
  • Solar panels or other renewable technologies where present

How to prepare for an energy performance check

You do not need to redecorate or empty the property. A little preparation can make the visit smoother and help the assessor record supported improvements accurately.

Receipts alone may not always prove the specification of hidden work. Share any evidence before or during the visit so the assessor can decide whether it meets the methodology requirements.

  1. Make the loft hatch, boiler, hot-water cylinder, meters and relevant rooms accessible.
  2. Find building-control documents, insulation guarantees, window specifications or other evidence for improvements.
  3. Tell us about extensions, conversions, solar panels or unusual heating systems.
  4. Make sure the access contact knows the appointment time.

How long does the assessment take?

Can an EPC assessment be completed without access?

No. The assessor needs to visit and inspect the relevant parts of the home. An owner, tenant, agent or authorised key holder can provide access.

Will the assessor tell me how to get a better rating?

The EPC includes modelled recommendations and a potential rating. The assessor can explain the document, but detailed retrofit design or cost advice is a separate service.

Do I need a new EPC after improving the property?

Not automatically. A valid EPC can continue to be used, but it will not update itself after improvements. You may choose a new assessment if you want the certificate to reflect the changed property.

Is an EPC the same as an EICR?

No. An EPC assesses energy performance. An EICR inspects and tests the fixed electrical installation for safety. Landlords may need both for different reasons.
